Higher voltage -> smaller membrane distance -> higher damping -> less HF.
Same procedure for the second block: Enlarging bias voltage will cut HF.
In my measurements with a TLM 127 I saw a small cut in HF (0.5 to 1dB at 12kHz) when increasing the voltage to more than 100V which out of normal use. At the low end I did not see any effect.
So the effect of 'voltage controlled' HF cut is more theoretical for most microphones. Only the TLM 50 shows about 2dB more HF when switching on pre-attenuation (see frequency response in operating manual https://www.neumann.com/infopool/download.php?Datei=opin0010.PDF).
